Western states step up sanctions on Iran (Reuters)

WASHINGTON (Reuters) ? The United States, Britain and Canada on Monday announced new sanctions on Iran's energy and financial sectors, steps analysts said may raise pressure on Tehran but were unlikely to halt its nuclear program.

The United States named Iran as an area of "primary money laundering concern," a step designed to dissuade non-U.S. banks from dealing with it; blacklisted 11 entities suspected of aiding its nuclear programs; and expanded sanctions to target companies that aid its oil and petrochemical industries.

The United States stopped short, however, of targeting Iran's central bank, a step that could have cut it off from the global financial system, sent oil prices skyrocketing and jeopardized U.S. and European economic recovery.

In a coordinated action, Britain ordered all British financial institutions to stop doing business with their Iranian counterparts, including the Iranian central bank. A source familiar with the sanctions said the steps would not directly target trade in Iranian oil.

Canada said it would ban the export of all goods used in Iran's petrochemical, oil and gas industry and "block virtually all transactions with Iran," including with its central bank, with an exception for Iranian-Canadians to send money home.

While not taking concrete actions, France urged European Union and other nations to immediately freeze the assets of Iran's central bank and to suspend purchases of Iranian oil, steps it called "sanctions on an unprecedented scale."

The series of announcements were in response to a November 8 International Atomic Energy Agency report that presented intelligence suggesting Iran had worked on designing an atomic bomb and may still be secretly carrying out related research.

That report, calls by U.S. lawmakers to sanction Iran's central bank and media speculation about a possible Israeli military strike against Iran's nuclear sites have pushed the Obama administration to seek tougher sanctions against Tehran.

NOT THE STRAW THAT BREAKS THE CAMEL'S BACK

Analysts said they did not believe the steps would dissuade Iran from pursuing its nuclear program, which Washington and its allies suspect is a cover for seeking nuclear arms. Iran says its nuclear work is entirely peaceful.

"Is this the straw that will break the camel's back? No," said George Perkovich, director of the Nuclear Policy Program at the Carnegie Endowment for International Peace, a Washington think tank.

The range of unilateral steps planned by Western powers reflects the difficulty of persuading Russia and China not to veto further measures at the U.N. Security Council, where they have supported four previous sanctions resolutions.

The U.S. decision to name Iran as a money laundering concern has no direct effect - U.S. banks are already barred from transactions with Iranian financial institutions - and seems more a warning about the risks of dealing with Iran.

U.S. Treasury Secretary Timothy Geithner said any bank that deals with Iran's central bank or other financial institutions runs the risk of supporting Iran's "illicit activities" such as its alleged pursuit of nuclear weapons, support for terrorism and efforts to evade sanctions.

"Any and every financial transaction with Iran poses grave risk of supporting those activities, so financial institutions around the world should think hard about the risks of doing business with Iran," Geithner said in a joint appearance with U.S. Secretary of State Hillary Clinton to announce the steps.

While the United States already seeks to prevent non-U.S. companies from large-scale investment in Iran's energy sector, the sanctions announced on Monday would also target companies providing goods, services and technology for such activities.

Separately, diplomats said EU governments could reach a preliminary deal on Tuesday to add about 190 Iranian people and entities to a list of those targeted by asset freezes and travel bans.

The new EU measures will likely aim at industries such as shipping and will be formalized at a meeting of EU foreign ministers on December 1, but discussions on possible further steps could take place in the coming days, diplomats said.

'SANCTIONS ARE A LOSE-LOSE GAME'

U.S. sanctions have already made it extremely difficult for many global oil companies and traders to obtain bank financing to trade Iranian crude, of which less than a third goes to Europe with the rest flowing to China and India.

In Tehran, Trade Minister Mehdi Ghazanfari said sanctions were hitting the Iranian economy but warned Western countries they were harming their own interests.

"Sanctions are a lose-lose game in which both sides make a loss. If they don't invest in our oil projects, they will lose an appealing market," Ghazanfari told a news conference before the British and U.S. announcements.

Iranian President Mahmoud Ahmadinejad has often said sanctions have little effect and in some cases make the economy stronger by making Iran find domestic solutions to challenges.

Ghazanfari reiterated that Iran had found alternatives to Western imports and investments but did not deny the downside.

"Facing hardship in a fight is inevitable. I admit projects will get harder as our trading costs will go up, delays will hit projects and money transfer will get harder," he said.

Deficit deal failure would pose crummy choice (AP)

WASHINGTON ? If the deficit-cutting supercommittee fails, Congress will face a crummy choice. Lawmakers can allow payroll tax cuts and jobless aid for millions to expire or they extend them and increase the nation's $15 trillion debt by at least $160 billion.

President Barack Obama and Democrats on the deficit panel want to use the committee's product to carry their jobs agenda. That includes cutting in half the 6.2 percent Social Security payroll tax and extending jobless benefits for people who have been unemployed for more than six months.

Also caught up in what promises to be a chaotic legislative dash for the exits next month is the need to pass legislation to prevent an almost 30 percent cut in Medicare payments to doctors. Several popular business tax breaks and relief from the alternative minimum tax also expire at year's end.

A debt plan from the supercommittee, it was hoped, would have served as a sturdy, filibuster-proof vehicle to tow all of these expiring provisions into law. But after months of negotiations, Republicans and Democrats were far apart on any possible compromise, and there was no indication of progress Saturday.

Failure by the committee would leave lawmakers little time to pick up the pieces. And there's no guarantee it all can get done, especially given the impact of those measures on the spiraling debt.

Instead of cutting the deficit with a tough, bipartisan budget deal, Congress could pivot to spending enormous sums on expiring big-ticket policies.

If lawmakers rebel against the cost, as is possible, they would bear responsibility for allowing policies such as the payroll tax cut, enacted a year ago to help prop up the economy, to lapse.

Last year's extensions of jobless benefits and first-ever cut in the payroll tax were accomplished with borrowed money.

The 2 percent payroll tax cut expiring in December gave 121 million families a tax cut averaging $934 last year at a total cost of about $120 billion, according to the Tax Policy Center.

Obama wants to cut the payroll tax by another percentage point for workers at a total cost of $179 billion and reduce the employer share of the tax in half as well for most companies, which carries a $69 billion price tag.

"The notion of imposing a new payroll tax on people after Jan. 1 in the midst of this recession on working families is totally counterproductive," said Sen. Dick Durbin of Illinois, the No. 2 Democrat in the Senate.

Letting extended jobless assistance expire would mean that more than 6 million people would lose benefits averaging $296 a week next year, with 1.8 million cut off within a month.

Economist say those jobless benefits ? up to 99 weeks of them in high unemployment states ? are among the most effective way to stimulate the economy because unemployed people generally spend the money right away.

"We will have to address those issues," Durbin said.

Extending benefits to the long-term unemployed would cost almost $50 billion under Obama's plan. Preventing the Medicare payment cuts to doctors for an additional 18 months to two years would in all likelihood cost $26 billion to $32 billion more.

Lawmakers also had hoped to renew some tax breaks for business and prevent the alternative minimum tax from sticking more than 30 million taxpayers with higher tax bills. Those items could be addressed retroactively next year, but only increase the uncertainty among already nervous consumers and investors.

This time, Obama wants them to be paid for. But a move by Democrats to try to finance jobs measures with hundreds of billions of dollars in savings from drawing down troops in Iraq and Afghanistan has gotten a cold shoulder from top Republicans.

"I've made it pretty clear that those savings that are coming to us as a result of the wind-down of the war in Iraq and the war in Afghanistan should be banked, should not be used to offset other spending," said House Speaker John Boehner, R-Ohio. He did not address whether war savings could be used to extend expiring tax cuts.

Those savings are the natural result of national security strategies unrelated to the federal budget. Deficit hawks say tapping into them is simply an accounting gimmick.

"It's just the worst of all worlds if that were to happen," said Maya MacGuineas, president of the Committee for a Responsible Federal Budget.

But without the war money at their disposal, lawmakers simply can't pay for the payroll tax cut and jobless benefits. Liberals such as Durbin are fine with employing deficit financing, especially if the alternative is playing Scrooge just before the holidays.

"Many people will hate to go home for Christmas saying to the American people, `Merry Christmas, your payroll taxes go up 2 percent Jan. 1 and unemployment benefits are cut off.'"

Suu Kyi to run for Myanmar parliamentary seat (Reuters)

YANGON (Reuters) ? Myanmar democracy leader Aung San Suu Kyi will run in a parliamentary by-election expected by the end of the year, a top party official said on Monday, giving legitimacy to moves toward democracy after decades of military rule.

It will be the first time the Nobel Peace Prize laureate contests a seat herself, having not stood as a candidate in her National League for Democracy's (NLD) 1990 election landslide, which was ignored by the then military regime and led to her lengthy incarceration.

"Aung San Suu Kyi intends to stand for the by-election but it's a bit early to say from which constituency she will run," Nyan Win, a member of the NLD's executive committee, told Reuters.

There are 48 seats available in Myanmar's new senate and lower house.

The NLD was officially dissolved by the military junta for refusing to take part in last year's parliamentary polls because of "unfair and unjust" laws that would have prevented hundreds of its members from becoming lawmakers.

But the party voted unanimously on Friday to re-enter the political fray following an amendment to the constitution allowing those who have served sentences for crimes to take part in elections. Many NLD members, including Suu Kyi, are current or former political prisoners.

Suu Kyi is the daughter of late independence hero Aung San and was a staunch opponent of the military during its 49 years of totalitarian rule. However, she has shown willingness to meet with the new civilian government, even though it is run by former junta generals.

Aung Naing Oo, a Myanmar expert with the Thailand-based Vahu development institute, said her decision to take part in the much-criticized political system would mark the beginning of an "irreversible democratic transition."

"Aung San Suu Kyi has realized that she needs to work with the government to move the country forward and she'll be in a position to say and do a lot more. She'll bring a lot of things to the game," he said.

"She can make a big difference. Even if we have only a little bit of democracy, something here is happening that no one has seen before. For the country to change, this needed to happen."

Since the annulled 1990 polls, Suu Kyi, 66, has spent most of the time in detention. She was released a year ago and still chooses to live in the lakeside house that was her prison on and off for 15 years.

U.S. ENDORSEMENT

She had earlier given no indication she was interested in becoming a lawmaker but has always referred to herself as a politician.

Her decision comes after Myanmar won a powerful endorsement on Friday, with U.S. President Barack Obama announcing Secretary of State Hillary Clinton would visit the resource-rich country neighboring China next month, citing "flickers of progress."

For sanctions to be eased, Clinton has said the release of more political prisoners and a peace deal with ethnic minorities would be necessary. Suu Kyi and the NLD would be expected to pursue these issues aggressively in parliament.

The legislature convened in February and is Myanmar's first since the late 1980s, when a unicameral "People's Assembly" controlled by the military's Burma Socialist Program Party was scrapped.

Myanmar has so far released about 280 political prisoners this year and another amnesty is expected in the coming months.

The NLD, Myanmar's biggest opposition force, would have dominated parliament had the 1990 result been accepted by the junta. The regime annulled the 1990 result only last year, arguing that the NLD's win could not be recognized because it was in breach of a constitution drafted 18 years later.

Suu Kyi commands considerable influence over the party and Ko Ko Hlaing, a senior adviser to President Thein Sein, said on the sidelines of a regional summit in Bali last week that the NLD's decision to re-register was a "significant step."

The presence of Suu Kyi in a parliament that was criticized initially as a rubber stamp with limited scope for debate would be another dramatic sign of the openness that could give more legitimacy to the retired generals in control of the country, who are seeking acceptance, engagement, support and investment from the international community.

The NLD's Nyan Win said the party would change its structure and would prioritize younger members and those from Myanmar's multitude of ethnic groups when choosing candidates for the by-elections.

SAN JOSE, Calif. - Urijah Faber was tired of hearing he didn't deserve an immediate rematch against Dominick Cruz for his UFC bantamweight title, so he took matters into his own hands and laid some lumber on Brian Bowles.

Faber crushed Bowles with an uppercut in the second. The Georgia native was stunned and eventually found himself on his back after Faber nailed him with a knee in close quarters. Faber went into overdrive on the ground. Bowles couldn't fend him off. Faber eventually got control of Bowles' head and locked him on a mean guillotine choke to get the submission victory at 1:27 of the second round at UFC 139 in the HP Pavilion.

Just seconds after the fight was finished, Faber (26-5, 2-1 UFC) immediately turned his attention to his nemesis Cruz.

"Dominick, you can run but you can't hide. Throw some gel in that widow's peak and let's do some work. Let's battle," Faber said.

Faber and Cruz brawled for five hard rounds at UFC 132. Cruz won via unanimous decision, but Faber believes the judges blew it. Before Saturday's fight, he admitted he needs to play to the judges more to get a win against Cruz, who is a whirling dervish that wins over MMA judges with his high-volume style.

Tonight, Faber showed some stones trading shots with the heavy-handed Bowles throughout the first. Bowles' lone path to victory was probably landing a big right hand. Faber's movement, fakes and speed threw Bowles off. He wasn't aggressive.

In the second, Faber took advantage of a very flat-footed Bowles. The 5-foot-6 Faber covered roughly five feet of space in a split second and landed the huge uppercut.

"I feel really good man. I feel great. I came out looking for the win and get a big finish like that. I think Brian Bowles is a warrior. I like that guy a lot. I had a general game plan going out there but I had to be ready. I'm sad for him but I'm really stoked for me right now," Faber said.

Bowles simply couldn't recover from the bomb landed by Faber.

"It was a tough fight, there isn't really much I can say about it. I went out there and I just really never got in my groove. Took a big punch, got rocked. He gave me a couple pounds on the ground and I didn't recover. I was rattled when he got the choke and I just never got back," Bowles said.

UC Davis investigates pepper spray incident (Reuters)

(Reuters) ? Two University of California, Davis police officers have been placed on leave while the school investigates the apparent use by campus police of pepper spray against seated student protesters, the university said Sunday.

Video footage of a policeman in riot gear using pepper spray on a group of roughly a dozen student protesters at close range in the university's central commons area posted on YouTube spread quickly over the Internet, sparking outrage among some faculty members.

The president of the University of California system, Mark Yudof, said the incident at UC Davis and confrontations at the UC Berkeley campus between police and protesters had prompted him to launch a discussion across all 10 UC campuses.

"I am appalled by images of University of California students being doused with pepper spray and jabbed with police batons on our campuses," Yudof said in a statement.

Yudof said he did not intend to "micro-manage" campus police or the chancellors, but the incidents required a system-wide response. He called for "a full and unfettered discussion about how to ensure proportional law enforcement response to non-violent protest."

The officers will be paid while on leave, university spokeswoman Claudia Morain said. She did not identify them.

In a public statement Saturday, UC Davis Chancellor Linda P.B. Katehi wrote that the use of pepper spray as shown on the video "is chilling to us all and raises many questions about how best to handle situations like this."

ECONOMIC INEQUALITY

Student protesters at Davis had set up an encampment in the university's "quad" commons earlier this month as part of the nationwide Occupy demonstrations against economic inequality and excesses of the global financial system.

Their demonstrations, endorsed by a faculty association, included protests against tuition increases and what they viewed as police brutality on University of California campuses in response to recent protests.

The students had set up about 25 tents in the quad area, but they had been asked not to stay overnight and were told they would not be able to stay during the weekend due to a lack of university resources, Katehi said.

Some protesters took their tents down voluntarily while others stayed. The pepper spray incident appeared to take place Friday afternoon, when campus police moved in forcibly to evict the protesters.

Katehi said she was "saddened" by the manner in which protesters were removed and announced a task force of faculty, students and staff to investigate the incident.

She said she had also instructed the school to reevaluate whether university policy on encampments offered students sufficient "flexibility to express themselves."

The move announcing the task force came after Katehi came under criticism from members of her own faculty.
